II. Application Requirements and Notes
(A) Application requirements
Applicants for this special project should have the following conditions.

1. Special projects are required to adhere to problem orientation, strengthen demand traction, focus on scientific research paradigm change, and encourage strategic and management research, seminars and science communication focusing on basic science research.
2. This special project is a paperless application, and the application will be received from April 25, 2022 to April 29, 2022 at 16:00.
3. In the application form, select "Special Projects" for the funding category, "Science and Technology Activities" for the subcategory, and "Integrated Science and Technology Activities of the Ministry of Science" for the note. Application code 1 selects the corresponding application code (B01-B09) of the Department of Chemical Sciences according to the specific research content of the application, and application code 2 selects the corresponding discipline application code according to the field of research involved in the project.
4. The research period for the "Strategic Research" and "Science Communication" projects is from January 1, 2023 to December 31, 2023; the research period for the "Symposium" projects is from January 1, 2023 to December 31, 2023. 5. The applicant should specify the type of scientific and technological activity applied for in the project name, using the structure of "XXX Category: XXX Project Name". The body of the application should correspond to the type applied for. "Strategic research" projects should include: development background, development rules and trends, development goals, development status, optimization of layout, interdisciplinary and priority areas of funding, core scientific issues, organizational support and policy measures, etc.; "seminar" projects should Include: the background and significance of the topic, the challenges and opportunities, the research objectives and contents of the topic, the starting and ending time, the scope of participation, the scale, the potential impact, the feasibility analysis, the expected results, etc. The "science communication" projects should include: the necessity and demand of science communication and science popularization activities, problems and countermeasures, effective communication methods and carriers, and the promotion of science fund management and discipline development.
The project topic should match the top-level design, strategic planning and management needs of the Department of Chemical Sciences. The expected results of science and technology activity projects must include research reports/activity summaries/publications/software related to the activity theme; if the application is funded, the above-mentioned results will be an important basis for the closing review.
6. Applicants should prepare the NSF Project Budget Form carefully and truthfully in strict accordance with the relevant regulations such as the Measures for the Management of Funds for NSF-funded Projects and the specific requirements of the Instructions for the Preparation of NSF Project Funds Budget Form.
7. After the applicant finishes writing the application form, he/she should submit the electronic application form and attached materials online.
8. The relying unit should review the authenticity and completeness of the application materials submitted by the applicant. Specific requirements are as follows.
(1) This special project adopts paperless application method, the relying unit only needs to confirm online and submit electronic application and attached materials in time, no need to submit paper application. After the project is approved, the paper signature and seal page of the application will be bound at the end of the Funding Project Plan and submitted together with one. The signed and stamped information should be consistent with the electronic application form in the information system.
(2) The relying unit shall submit the electronic application form and attached materials online after completing the review and confirmation through the information system item by item before the deadline (16:00 on April 29, 2022); the project application list shall be submitted online within 24 hours after the project application deadline.
9. Before filling out the application form, applicants should carefully read the NSF Special Project Management Measures, the NSF Project Guidelines for 2022 and the relevant contents of this notice. Application projects that do not meet the relevant requirements of the Management Measures, Project Guidelines and this Circular will not be accepted.
